Re-Opening of Front Entrance, Commissioning of the New Elevator and Commemoration of the 38th Anniversary of eGov Jamaica Limited

On the afternoon of April 30, 2024, the Management and Staff of eGov Jamaica Limited (eGovJa) gathered to participate in a ceremony to observe the re-opening of front entrance of the building, which had been closed since March 2023 to facilitate construction associated with the installation of an elevator. This project had its origins in the passage of The Disabilities Act in October 2014. Section 36 (2) of the Act requires, in part, that: “…the owner or an agent of an existing public or commercial premises shall make alterations thereto, which will cause the premises to be readily accessible and usable by a person with a disability…” Phase 1 of our efforts to be compliant with the Act saw the construction of a wheelchair ramp, with railings, to facilitate ease of access to the front entrance of Building 1.

Phase 2, which was recently completed, saw new construction and building modifications to facilitate the installation of a commercial elevator to provide access to the 1st floor for persons in wheelchairs. Additionally, a new restroom which facilitates wheelchair access was constructed on the 1st floor. As such, employees also gathered on April 30th to witness the commissioning of the new elevator and experience taking a ride. Thirdly, and by no means last, employees gathered to commemorate the 38th Anniversary of eGov Jamaica Limited, which commenced operations in April 1986 as Fiscal Services (EDP) Limited.

THE FULL STORY

eGov Jamaica Limited has earned ISO 9001:2015 certification in software engineering quality management systems.

Addressing the handover ceremony at eGov’s Old Hope Road offices in Kingston on Tuesday (March 19), Minister without Portfolio in the Office of the Prime Minister, with responsibility for Skills and Digital Transformation, Senator Dr. the Hon. Dana Morris Dixon, commended the entity for its steadfast commitment to quality and excellence.

“This international standard is more than a badge of honour. It’s a reflection of deep dedication to systematic and process-driven approaches that guarantee the highest levels of service delivery,” she said.

Senator Morris Dixon underscored that the ISO 9001:2015 certification will improve eGov’s internal operations and enhance its credibility and image in the eyes of customers and stakeholders.

“eGov has been at the core of the Administration’s digital transformation thrust. Your role is absolutely critical, and for you to say to Jamaica that ‘we believe it is important to focus on standards’, even when you have a lot of things going on, it says that Jamaica is on the right path,” she said.

Senator Morris Dixon described the certification as a “monumental achievement” and urged the leadership of eGov to maintain its standards.

“Today is the beginning of a renewed commitment to excellence, quality and customer satisfaction. I look forward to seeing more monumental successes from eGov in the future,” she stated.

For her part, eGov’s Acting Chief Executive Officer, Anika Shuttleworth, said the journey towards certification, which began in October 2020, was long but rewarding.

She detailed that external audits were conducted in June, September and December 2023.

Those audits, Ms. Shuttleworth said, were rigorous and challenged eGov to scrutinise its business processes to ensure that they were optimal.

“We had a five-day period of training and we now have 18 certified internal quality auditors. This is absolutely commendable. The team not only went through this rigorous training for the organisation but I’m sure they may be called upon by other organisations,” she detailed.

Mrs. Shuttleworth said eGov remains committed to positively transforming the lives of Jamaicans through technology.

Systems Administrator I

JOB PURPOSE:

 

Under the supervision of the Manager, Data Centre Operations, the System Administrator will be responsible for performing the day-to-day monitoring, maintenance and support of the Data Centre, inclusive of the operating systems (OS), middleware and physical server environment within the Data Centre.  The incumbent will be responsible for ensuring consistency in the reliability, performance and quality of systems in the Data Centre environment.  He / she will be responsible for configuring the relevant components to conform to predefined specifications in accordance with established procedures.

 

REQUIREMENTS:

 

  • Bachelor’s Degree in Computer Science or equivalent from an accredited tertiary institution.
  • One (1) year experience in an IT environment.
  • Experience in customer support, help desk or equivalent experience.
  • Experience in a UNIX / LINUX and Windows Operating System, Computer Hardware and Networking.

 

DESIRED COMPETENCIES:

 

The candidate possessing the following will have a distinct advantage:

 

  • Exposure to network and systems management.
  • Knowledge of computer hardware and interest in current software literature.

JOB PURPOSE:

 

Under the supervision of the Manager, Systems Management & Services, the role of the Systems Administrator II is to develop and enhance computer operating and middleware systems; ensure the integration of operating systems, middleware and applications; utilize OS and middleware technologies that may enhance the overall IT solution; assist in providing the users of the company’s computing processes with an environment that is secure, reliable and efficient and ensure that the relevant standards and best practices are adhered to in all system design, configuration and implementation.

 

REQUIREMENTS: 

 

  • Bachelor’s Degree in Computer Science, Information Systems or the equivalent from a recognized tertiary institution.
  • A minimum of three (3) years’ relevant work experience.
  • A minimum of two (2) years’ experience administering Microsoft Windows Server 2008 or later and/or Linux Servers.
  • Certification in the following would be an asset:

 

  • MCSA / MCSE (Server 2008 or later)
  • RHCSA or Linux+
  • VCP (VMWare Datacenter virtualization and/or Cloud Management and Automation).

Senior Database Administrator

 

JOB PURPOSE:

 

Under the supervision of the Department Head – Systems Management & Services the Senior Database Administrator is responsible for designing, monitoring, and maintaining, databases while ensuring high levels of data performance and availability.  The incumbent is also responsible for overseeing the implementation of database policies and procedures to ensure the integrity and availability of these databases and their accompanying software.  It is this individual’s role to design the physical translation of the database and implement the logical data design specifications prepared by the Software developers, Business Intelligence Analysts and Data Modelers.

 

CORE RESPONSIBILITIES:

 

  • Install, configure and administers primarily MS SQL Servers and secondarily – PostgreSQL and/or Informix DBMS.
  • Monitors, troubleshoots and tunes DBMS in accordance with best practices and specific operational requirements for performance, availability, integrity and security.
  • Implements policies and/or strengthen measures implemented for provision of – database security, database availability, data throughput, database backup and restoration.
  • Automates routine maintenance activities for application databases.
  • Executes and enhance database resource and access monitoring, recovery methods and practices.
  • Mentors other DBAs in key areas of database administration.

 

REQUIREMENTS:

 

  • Bachelor’s Degree in Computer Science/IT field or equivalent from a recognized tertiary institution.
  • Minimum five (5) years’ experience in supporting MS SQL Server and/or Oracle DBMS as well as Linux and Windows Server platforms.
  • Experience with other enterprise DBMS such as Informix, PostgreSQL would be an asset.
  • Valid certification in at least one of the following enterprise DBMS – MS SQL, Oracle, Informix, DB2 or PostgreSQL.

Quality Assurance Analyst II

 

JOB PURPOSE:

 

The Quality Assurance Analyst II will conduct Quality Assurance reviews at each stage of the Application Development Life Cycle.  The incumbent will also have responsibility for assisting clients in formulating User Acceptance Test methodology and defining specialized test conditions.

 

CORE RESPPONSIBILITIES:

 

  • Conducts quality assurance review of applications throughout the Systems Development Life Cycle (SDLC).
  • Provides training for clients in System Acceptance Testing (SAT).
  • Conducts tests on systems developed and implemented and determines suitability for production.
  • Assists clients in formulating User Acceptance Test methodology (UAT) as well as defines specialized test conditions.
  • Creates and reviews programme test plans, identifies and diagnose errors in programmes.
  • Reviews requirements to ensure that they are clear, specific and testable.
  • Reviews user and operations manuals to ensure clarity and completeness.
  • Assists in training system developers and operations staff in System Acceptance Testing.

 

REQUIREMENTS: 

 

  • Bachelor’s Degree in Computer Science from a recognized tertiary institution.
  • 2-3 years experience in systems development, design and implementation.
  • 3 years software engineering experience
  • 3 years experience in the development of SAT Plans and in conducting SAT
  • Systems analysis and design techniques
  • ISTQB Certification
  • Training in software application / quality assurance testing.
  • Working knowledge of Microsoft Office Suite, in particular PowerPoint and MS Word
  • Ability to develop and execute automated tests using a least one Test Automation Tool
  • Sound understanding of database testing, including the ability to write SQL statements
  • Knowledge of security testing

Manager – Service Delivery

JOB PURPOSE

 

Under the supervision of the Department Head – Customer Service & Operations, the Service Delivery Manager is responsible for ensuring that all service level agreements (SLAs) for information technology services across the organization are delivered according to specifications.  This includes developing, managing, and administering service management best practices and will also facilitate communication between the Technical Services department and its clients in order to define and maintain the SLAs required for each business unit. This position also supports, manages, and administers contracts for technology services that the organization provides as a service to its clients.  This includes overseeing the creation of contracts for existing services, renewals and possibly renegotiation of service cost.  The incumbent will also define and facilitate communication between the enterprise and its clients in order to deliver products and services according to plan and within budget.

 

CORE RESPONSIBILITIES:

 

  • Manages the overall operations of the Services Delivery Management Unit.
  • Develops and implements strategies to ensure the efficient and effective management and administration of the Unit.
  • Participates in the departmental strategic planning process to achieve business goals by prioritizing initiatives and coordinating the evaluation, deployment and management of current and future technologies.
  • Collaborates in major periodic reviews of policies and standards to ensure relevance and currency.
